The Haryana Water Resources (Conservation, Regulation, and Management) Authority was established under the Haryana Water Resources (Conservation, Management, and Regulation) Authority Act of 2020. This body oversees the entire state of Haryana.
Due to the rapid and uncontrolled use of water resources without effective legislation, the state faces a critical situation. Both groundwater depletion and reduced surface water levels have led to widespread lack of access to safe drinking water. To address the overexploitation and looming water crisis, it is essential to enact a law aimed at protecting, conserving, controlling, and regulating water usage, ensuring sustainable management of this vital resource, particularly in stressed areas.
Water is listed under Entry 17 of List II in Schedule VII of the Constitution of India, covering supplies, irrigation, canals, drainage, embankments, storage, and power. Overuse of groundwater driven by rising demand, along with decreasing surface flows due to climate change, poses a severe threat to the state's future water security. Industrialization and urbanization have further polluted groundwater and surface water, significantly reducing usable water resources.
To protect current and future generations, it is imperative to manage and conserve groundwater and surface water through effective legal measures. Hence, a comprehensive law is needed to ensure the judicious, equitable, and sustainable utilization, management, and regulation of water resources in the state.
